Following the Abraham Accords, the United Arab Emirates rapidly became a destination not only for Israeli investment and technology companies, but also for entrepreneurs building new commercial and social networks across the Gulf. One of the individuals whose activities intersect several of these areas is Chaim Heber, an American entrepreneur, AI startup founder, and former participant in the Chabad community in the UAE.
Although Heber has maintained a relatively low public profile compared to larger technology executives, publicly available information shows his involvement in artificial intelligence, startup development, and his personal ties to Rabbi Zvi Kogan, a Chabad emissary who played a prominent role in the expansion of Jewish life in the Emirates.
Early Career
Born in June 1998, Chaim Heber began his software career at an unusually young age.
Between 2016 and 2018, he worked as an independent Full Stack Developer, building web applications and software solutions for private clients across the United States.
In 2018, he became CEO of Calibrr, a company operating in the online gaming (iGaming) sector, where he remained until early 2022. His experience in gaming technology was later followed by work focused on artificial intelligence.
Building AI Startups
In 2022, Heber founded Entri, a startup combining artificial intelligence with the gaming industry.
Later that same year, he launched Cevro AI, where he currently serves as Founder and CEO.
According to the company, Cevro AI develops AI-powered business solutions and automation tools designed to improve customer interaction and enterprise productivity.
Heber is also associated with ChatForm, another AI-focused platform that develops conversational interfaces and automated customer engagement systems.
Together, these ventures position him within the growing ecosystem of AI startups serving commercial organizations.

A Return to the UAE
Beyond his entrepreneurial work, Heber has publicly described his connection with the United Arab Emirates.
In a personal account published after the death of Rabbi Zvi Kogan in November 2024, Heber explained that he first traveled to the UAE following the Abraham Accords of 2020 as part of activities connected to the Chabad community.
It was during this period that he met Rabbi Zvi Kogan, who would later become one of his closest friends.
According to Heber, their relationship extended far beyond religious activities.
The two were once roommates, remained close friends for years, and maintained regular contact even as Heber focused on building technology companies.
The Friendship with Rabbi Zvi Kogan
Heber described Rabbi Kogan not only as a spiritual leader but also as someone deeply involved in his entrepreneurial journey.
According to his account, Kogan became the first beta tester of nearly every startup idea and software product he created.
He regularly reviewed prototypes, tested applications, and provided feedback before products were released.
Heber also revealed that he had returned to the UAE only one week before Rabbi Kogan’s death, a trip he said was directly motivated by their friendship.
His public tribute portrays Kogan as an energetic, highly social figure who played an important role in expanding Jewish communal life inside the Emirates following normalization between Israel and the UAE.

Technology and Regional Networks
Although Chaim Heber is primarily known today as an AI entrepreneur, his public activities demonstrate an unusual combination of technology, entrepreneurship, and community engagement.
His companies operate in artificial intelligence and business automation, while his own account links him to one of the most visible Jewish organizations established in the UAE after the Abraham Accords.
His experience illustrates how technology entrepreneurs have become part of the broader economic and social relationships emerging between Israel, the United States, and the Gulf region.
